About Kochi Metro Rail Limited (KMRL)

The Kerala govt. expected the Centre would favor a funding arrangement like to that used for Delhi Metro, but they were said no. The Union Govt. reinforced by means of public private partnership on the build-operate-transfer model. The LDF state govt.required it to be in public region, which was not acknowledged to the Central Govt. The win of the United Democratic Front in the year 2011 Kerala legislative assembly elections, altered the situation in the state & it was definite that the Kochi Metro would trail the Chennai Metro & Delhi Metro models, and would be executed on a joint venture base, with funds by the Central & State Govt. A Cabinet verdict was taken to form a special purpose vehicle (SPV) & Kochi Metro Rail Ltd. (KMRL) as per instructions from Planning Commission & the Union Govt. for the application, procedure and upkeep of the metro project.

On 14th August 2012, the state govt.reconstructed the Board of Directors of Kochi Metro Rail Limited. Power Secretary Elias George was selected as the new Managing Director, swapping Tom Jose. It is assumed that Jose’s dissimilarities with Sreedharan led to the decision. Chief Minister Oommen Chandy specified that it was part of secretarial decision. The rest of the panel would comprise of the Chief Secretary, Finance Secretary & Water Resources Principal Secretary.
